Michael Turner, R-Ohio, pushed back on former special counsel Robert Mueller’s characterization that his investigation into whether President Donald Trump obstructed justice did not “exonerate” the president. “There is no power or authority to exonerate,” Turner said in the July 24 hearing with Mueller, pointing out that “exonerate” is not a legal term.
